CLZTR standards against child sexual exploitation and abuse

CLZTR is an adults-only service. Child sexual abuse material, and any attempt to sexualise, groom, solicit or exploit a minor, are prohibited without exception on every surface of the product. This page is our published standard: what is banned, how we check, how to report it, what we do next, and who to contact.

01 / Standard

Our standard

One rule sits above the rest of our policies and is never traded away: children are not content, not a market, and not a risk to be managed. Child sexual exploitation and abuse, written here as CSAE, has no permitted form on CLZTR.

  1. 01.01

    Child sexual abuse material, written here as CSAM, is prohibited. We do not host it, transmit it, link to it, or tolerate it in any part of the product.

  2. 01.02

    Grooming, sexual solicitation of a minor, sextortion, and arranging or advertising contact with a minor for sexual purposes are prohibited, whether or not any image is involved.

  3. 01.03

    Sexualised depictions of minors are prohibited regardless of how they were made. Drawings, edits, computer generated imagery and AI generated images are treated exactly like photographs.

  4. 01.04

    Trafficking a minor, advertising a minor, and any offer to produce, trade or pay for CSAM are prohibited.

  5. 01.05

    These rules apply to profiles, photos, names, bios, cluster and event listings, chat, and anything else a person can put in front of another person on CLZTR.

  6. 01.06

    There is no warning step for CSAE. The account ends.

02 / Adults only

CLZTR is for adults only

The simplest child safety measure is to keep minors off the service in the first place, so age is checked before an account can be seen by anyone.

  1. 02.01

    You must be 18 or older to hold a CLZTR account, and 19 in Puerto Rico. An account belongs to one real person, and one person holds one account.

  2. 02.02

    Before an account can appear on the map it passes an identity document check and an on-device liveness check. The document carries a date of birth, and the liveness check confirms a live person is present rather than a photo of a photo.

  3. 02.03

    An account we believe belongs to a minor is pulled from public surfaces and terminated. We do not invite the person to try again with a better document.

  4. 02.04

    We do not knowingly collect personal data from children. Where a minor account is found, its data is deleted under our privacy policy, apart from what we are required to preserve for a report to the authorities.

  5. 02.05

    CLZTR is not marketed to children, carries no child-directed content, and is rated for adults on every store where it is listed.

03 / Prohibited

Prohibited conduct in full

This is the list we act on. It is written plainly so that nobody has to guess where the line sits.

  1. 03.01

    Producing, requesting, sharing, storing, selling, buying or linking to CSAM.

  2. 03.02

    Any sexual or romantic approach to a person known or believed to be a minor.

  3. 03.03

    Grooming: building trust with a minor in order to abuse them, including through gifts, flattery, secrecy or isolation.

  4. 03.04

    Sextortion: threatening to publish images of a minor in order to extract images, money, contact or compliance.

  5. 03.05

    Posting, requesting or trading personal information about a minor for a sexual purpose.

  6. 03.06

    Describing, praising, normalising, or offering guidance on how to commit child sexual abuse or evade child protection.

  7. 03.07

    Bringing a minor to a cluster or an event for a sexual purpose, or using CLZTR to arrange such a meeting.

  8. 03.08

    Running an account, cluster or event that exists to find, rank, rate or collect minors.

04 / Reporting

How to report

Every profile, cluster, event, message and photo on CLZTR carries a report control, and it is always available. You do not need to be the person affected to use it.

  1. 04.01

    In the app, open the profile, cluster, event or message, choose Report, and pick the child safety reason. A report about a minor goes to a priority queue rather than the general one.

  2. 04.02

    Blocking is instant and separate from reporting. You can block first and report afterwards, and the other person is not told that either happened.

  3. 04.03

    If you cannot reach the app, or you are reporting on behalf of someone else, email our child safety point of contact at service@clztr.com. Anyone can use that address, including people who have never held an account.

  4. 04.04

    Tell us what you saw and where, as best you can. A username, a link, a cluster or event name, or an approximate time is enough for us to find it.

  5. 04.05

    Never download, save or forward suspected CSAM in order to send it to us as evidence. Telling us where it is, is enough, and it keeps you out of legal jeopardy.

05 / Enforcement

What happens after a report

A child safety report is handled by a person, not only by a filter, and it is handled ahead of the rest of the queue.

  1. 05.01

    Reported content is taken out of public view while it is reviewed, so a review never runs with the material still on the map.

  2. 05.02

    Confirmed CSAE ends the account permanently at the first instance. There is no strike system, and no appeal that puts the account back.

  3. 05.03

    We remove the person from every cluster and event they hold or belong to, and we cancel whatever they created.

  4. 05.04

    We take reasonable steps to keep the same person from returning, including barring the verified identity and the device behind the account.

  5. 05.05

    We preserve the account record, the content and the associated logs for as long as our legal obligations require, including after deletion, so that a later investigation is not defeated by the account being gone.

  6. 05.06

    We confirm to the reporter that their report was received and closed. We do not hand back the other account’s details or a blow-by-blow outcome, because that is how a reporter gets identified.

06 / Authorities

Working with the authorities

Some findings do not stop at removing an account, and are not ours to keep quiet about.

  1. 06.01

    Apparent child sexual abuse material is reported to the National Center for Missing and Exploited Children (NCMEC) through the CyberTipline, or to the competent authority or hotline where the applicable law directs the report elsewhere.

  2. 06.02

    We comply with the child safety laws that apply to us in the countries where we operate, including mandatory reporting and preservation duties.

  3. 06.03

    We answer valid legal requests from law enforcement, and we accept emergency disclosure requests where there is a credible risk of serious harm to a child.

  4. 06.04

    We do not wait for a subpoena before acting on a credible report. Removal and reporting come first.

  5. 06.05

    Law enforcement and child protection organisations can reach us directly at service@clztr.com, and should say in the subject line that the matter concerns child safety.

07 / Prevention

How we reduce the risk

Enforcement is the last line. The product itself is built so that the usual routes to a child are closed.

  1. 07.01

    CLZTR has no public feed, no follower counts, and no open browsing of strangers by photo, so there is no surface on which an adult can shop for a target.

  2. 07.02

    Nobody appears on the map without passing the identity and liveness checks, which makes a disposable account expensive rather than free.

  3. 07.03

    Location is off until you switch it on, it is never retroactive, and an exact position is never published to strangers.

  4. 07.04

    Joining a cluster or an event runs a presence check against location, time window and device integrity, so presence cannot simply be claimed.

  5. 07.05

    Our moderation team works the child safety queue, and we keep a record of what was reported, what was decided, and when.

  6. 07.06

    The people who handle these reports are trained on what CSAE looks like, and we review this standard at least once a year.

Reporting outside CLZTR

You do not need our permission, and you do not need to wait for us. These organisations take reports about child sexual abuse material anywhere on the internet, including on CLZTR.
